Crash rate per vehicle, not crash count. Joining TDOT traffic volumes to crash records inverts the usual map: Highway 153 tops the raw count and is among the safest per vehicle, while downtown Market St runs 11.9× the city median.

Two different things share this page, and it matters which you're looking at.

Live Power outages, road closures, and property ownership are fetched from the city and county APIs every time you open the page. Nothing is cached — what you see is what their servers return right now.
Daily snapshot Permits, inspections, violations, crashes and police incidents are bulk files the city republishes each morning around 4am. They're downloaded, joined and rebuilt on this machine — so those tools are as current as the last refresh, shown below, not second-by-second.

What the data supports

Every tool here had to survive a time-ordered backtest before it got built — train only on records that predate each prediction. Two ideas failed that test and were cut rather than shipped.

Everything comes from data.chattanooga.gov (an ArcGIS Hub, 1,003 items) and the Hamilton County parcel service. No scraping, no auth, no private data. Rebuilt from the scripts in ~/.hermes/scripts/chattadata/.
